CONSTITUTIONAL AMENDMENT PROPOSAL (COUNCIL OF ELDERS)

INTRODUCTION:

The HCO, as it exists today, lacks a "Balance of Power" between its individual members and its leadership. This is manifested by the fact that the constitution has no safeguard clause or mechanism to prevent the abuse of power. The constitution grants the Board a broad mandate to maintain and exercise total control of the office and allows the Board to dictate its agenda.

Even though individual members of HCO enjoy limited power in the constitution, yet, they lack the crucial element of holding Board members accountable in case of any violation to the constitution. To alleviate the concerns of individual members of the HCO and to promote respect and protect the integrity of the organization's leadership office, we, at Khairiwer attempted to draft a Constitutional Amendment Proposal to be tabled on the upcoming Annual General Assembly for discussion. More than ever, our Harari Nation is challenged in its social, economic and political development, more so, on the uncertainty of its very survival. To confront this dilemma, we need to call upon, and voice our concern to our respective leaders to seriously think and devise a new model for uniting our nation in an Alliance. An Alliance that fully recognizes the liberty of each Harari community organizations, Afochas, Jammas  or interest groups, with due respect to their leadership, constitutions, mandates and contributions.
We at Khairiwer, are launching an initiative for a Harari Alliance and invite all Harari Communities, Afochas, Jammas or interest groups to join us, as well as discuss and evaluate its merits.   

The working mechanism and structure of the initiative is something that would be developed with the blessing, support and proactive participation of all Hararis of the Alliance voluntarily in a collaborative fashion.
